Une cyber valley à Transinne ! Installé dans le parc d'activités économiques Galaxia, le projet repose sur les compétences d'informaticiens et de physiciens de haut niveau. Explications d'Axel Legay, professeur en cybersécurité, UCLouvain.
« Une cyber valley en Belgique ? Oui ! Parce que la sécurité ne s'arrête pas aux frontières, la notion de territoire en cybersécurité n'est pas importante. La cybersécurité la transcende. Il est donc tout à fait possible pour un petit pays de voir grand, très grand. Et donc s'imposer par son expertise, sa vision ! »
Wallonie, terre de cybersécurité ? Axel Legay, professeur en cybersécurité à l'UCLouvain, par ailleurs promoteur de Cyberwall, en défend l'idée alors que RHEA Group et IDELUX construisent un nouveau Centre d'excellence européen en matière de cybersécurité à Transinne. « Techniquement, on est aussi bons que les Américains ! Ce n'est pas un hasard si l'European Space Agency est venue s'installer à Redu. Notre pays compte parmi les meilleurs en cybersécurité. Personnellement, je suis toujours subjugué par la créativité de mes collègues et de mes étudiants. Nous sommes bons, très bons même ! »
Les spécialistes des trois communautés du pays sont en totale concordance
Et Axel Legay de rappeler que la cyber est une science sans passé. « Construire un porte-avion, on ne pourrait pas ; créer de la cyber, oui ! » La taille du pays et, par conséquent, les ressources à mettre en œuvre ne sont pas si importantes. C'est une question d'intelligence et de volonté, insiste-t-il. Ainsi, en Belgique, nous disposons de très bons informaticien, physiciens et spécialistes en matière quantique et cryptographie.
L'Estonie, un million d'habitants, est aujourd'hui une grande nation en cybersécurité, rappelle le professeur. Selon le Global Cyber Security Index, en effet, ce pays balte fait aujourd'hui partie des premières puissances mondiales en matière de cybersécurité, juste après les Etats-Unis, le Royaume-Uni et l'Arabie saoudite. Pourquoi pas la Belgique, dans la mesure où, comme insiste Axel Legay, les spécialistes des trois communautés du pays sont en totale concordance.
En droite ligne avec les objectifs de la Commission européenne
Le projet de cyber valley fait donc sens. Avec le support de l'ESA, de RHEA et d'Idelux, ce centre stimulera la convergence entre les acteurs institutionnels, académiques et industriels de la cybersécurité, et ainsi la création de talents et d'expertises hautement nécessaires à notre économie digitale.
Le centre soutiendra également les technologies sécurisées émergentes telles que la distribution de clés quantiques et les communications 5G/6G, tant pour la recherche que pour leurs finalités opérationnelles… « Le projet s'inscrit en droite ligne avec les objectifs de la Commission européenne. En fait, plusieurs prototypes sont en développement de par le monde, qui compte investir massivement dans des démonstrateurs et dans une infrastructure quantique. A Transinne, l'idée de cette infrastructure est d'avoir un segment terrestre géré par le Commission européenne et un segment spatial géré par l'ESA. »
Globalement, l'accent est porté sur la réutilisation des ressources existantes dans une logique de rationalisation, mais évidemment aussi sur le développement de nouvelles solutions adaptées aux défis de demain. Concrètement, les projets qui seront déployés adressent toute la chaîne de valeur de la cybersécurité, depuis la sensibilisation jusqu'à la mise à l'accompagnement en entreprise, en passant par la formation. L'objectif commun est d'augmenter la maturité du secteur de la cybersécurité.
La cyber valley, à fond dans le quantique !
Le projet de cyber range, centre de simulation et de formation, sera le plus visible. A travers celui-ci, il s'agit avant tout de gagner en « dextérité numérique ». Gartner définit ce concept comme « la capacité et la volonté d'exploiter des technologies existantes et émergentes pour obtenir de meilleurs résultats métiers ».
Le deuxième projet porte sur le quantique : une Quantum Key Distribution qui permet un échange de clés, c'est-à-dire un protocole cryptographique visant à établir un secret partagé entre deux participants qui communiquent sur un canal non sécurisé. « Ce sera un premier pas vers une communication sécurisée y compris lorsque les capacités quantiques feront partie de notre quotidien, enchaîne Axel Legay. Concrètement, le projet à l'étude consiste en un démonstrateur quantique situé à Transinne. »
Il y a là une formidable opportunité à saisir, analyse avec recul le promoteur de Cyberwall. A condition de faire évoluer les mentalités et de faire accroître la flexibilité en limitant les lourdeurs administratives des projets. « Notre problème, en Belgique, en Wallonie en particulier, c'est l'ambition. Nous en manquons. Trop peur de l'échec. Ce qui bloque l'innovation, les projets, le financement. C'est oublier qu'on apprend des échecs. Pour moi qui ai travaillé aux Etats-Unis, je ressens très fort cet écart culturel… »

La Belgique installe un centre d'excellence européen en cybersécurité
En partenariat avec IDELUX, RHEA Group crée un nouveau centre européen de cybersécurité en Belgique. Et c'est sur le parc d'activités économiques Galaxia à Transinne que verra le jour la toute nouvelle infrastructure.
Unique en Europe, le centre fournira des services complets de cybersécurité et une cyber protection continue aux organisations de tous les secteurs y compris les gouvernements, les institutions, la défense et les entités commerciales.
L'emplacement à Transinne n'a pas été choisi au hasard : la proximité de l'Agence spatiale européenne à Redu permettra la création d'une masse critique d'excellence et une « cyber valley » en matière de cybersécurité au cœur de l'Europe.
Le nouveau complexe, qui représente le plus grand investissement privé en Belgique dédié à la cybersécurité, sera opérationnel d'ici fin 2023.
