The Engaging Neighborhoods, Organizations, Unions, Governments, and Households (ENOUGH) Act advances place-based strategies for combating child poverty across Maryland. MACo supported the bill, as an initial $20 million investment in State funding offers funding and technical support for communities most in need to develop solutions to deeply rooted challenges.
The initiative leverages local government participation to help tailor strategies to each community's unique needs. Counties can collaborate with various stakeholders, including schools, local management boards, health departments, social service teams, law enforcement agencies, community-based non-profits, and local businesses, to create comprehensive plans addressing poverty's root causes.
Fiscal 2025 ENOUGH Funding Opportunities
Winning proposals will receive a blend of public and private investment. Maryland will invest $20 million into the program in its first year. Additionally, participants will receive technical assistance as they seek further local, state, federal, and private resources aligned with their community's vision and strategic plan.
The ENOUGH Grant Program includes (3) three tracks. Communities should review the eligibility criteria of each track to determine which aligns with their level of readiness. As communities engage in the work, they can progress from one track to the next.
ENOUGH Eligible Communities
To qualify for the ENOUGH Grant Program, communities must have (1) at least one US Census tract where more than 30 percent of children are living in poverty AND must (2) have a community school with a concentration of poverty level of at least 80 percent.
