God is good and he is so good at being God. God is soooooo good at making all things work out for our good that by the time he is done bringing the good out of the evil we were going through, it would start to look like if that evil thing had not happened, we would not have got that good that we got in the end.
Think of the end of Job; he got far more than he lost. It is a hard question to answer if we start to think whether he would have got those things if he had not lost all. Think of Joseph, at the end, it says in Genesis 50:19 - 20, And Joseph said unto them, Fear not: for [am] I in the place of God? But as for you, ye thought evil against me; [but] God meant it unto good, to bring to pass, as [it is] this day, to save much people alive.
Did God put Joseph in the pit or sell him into slavery? No, his brothers did. But looking from the end of the story, it becomes difficult to think that God was not involved. Yes, he was involved. His involvement was that he just took the evil and made something good out of it in such a way that the joy of the good washes away the pain that the evil came with so thoroughly that you can't even remember it. Think of labour pains and the joy after the baby is born.
If God can make everything out of nothing, then it is no big deal for him to make good come out of evil.
So, no. Pain is not necessary for divine instruction. It is our human frailties in this sin battered existence that make pain an unavoidable and constant part of our learning process. But if we let God have even that pain, He can bring so much beauty out of it that we will find ourselves almost thanking God for the pain.

A: Alright, ... you are very right, God is faithful.
Whenever I get the opportunity to preach, I remind the audience to pay attention to the words they hear while I am preaching that I did not say. Those words that arrive in your heart without the voice of the preacher are more likely what God is saying to you at that time.
So, perhaps for you, those unspoken words are GOD IS FAITHFUL. God can be trusted. He is dependable.
