Feb 28 Board of Public Works Meeting: Here's What Counties Need to Know

The Board of Public Works (BPW) — a three-member panel including Governor Wes Moore, Comptroller Brooke Lierman, and State Treasurer Dereck Davis — reviews projects, contracts, and expenditure plans for state agencies, many of which affect county governments.

The BPW considered and approved the following requests and recommendations at its meeting on February 28, 2024:

Allegany County

  • A request to enter into a grant agreement for a $200,000 grant to the Board of Directors of Western Maryland Scenic Railroad Development Corporation for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Western Maryland Scenic Railroad. There is no matching fund requirement for this grant.  The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 9 of the Department of General Services' Office of State Procurement Agenda).

Anne Arundel County

  • A request from the Department of Natural Resources to commit $5,917,000 in Program Open Space funding allocated to Anne Arundel County to acquire 13.55 acres (Darden property) for a future indoor/outdoor recreation complex called Race Road Park. Development plans include, but are not limited to, constructing an indoor recreation center with multipurpose courts, trails, parking, stormwater management, and additional recreation amenities (Item 1A of the Department of Natural Resources' Real Property Agenda).

Baltimore City

  • A request to enter into a grant agreement for a $250,000 grant to the Board of Directors of Equality Works Community Development Corporation for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Equality Equation Infrastructure Academy of East Baltimore. There is no matching fund requirement for this grant.  The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 7 of the Department of General Services' Office of State Procurement Agenda).

Calvert County

  • A request from the Department of Natural Resources to commit $400,000 from the Program Open Space funding allocated to Calvert County for Phase 1 of the new Harriet Elizabeth Brown Park. Improvements will include site grading, a parking lot, tennis/pickleball courts, picnic pavilions, a restroom facility, and associated site amenities (Item 2A of the Department of Natural Resources' Real Property Agenda).

Caroline County

  • A request from the Department of Natural Resources to commit $196,257 in funding from the Community Parks and Playground Program to design and construct a railroad-themed park and event space with associated site amenities at Railroad Park in Goldsboro (Item 3A of the Department of Natural Resources' Real Property Agenda).

Carroll County

  • A request to enter into a grant agreement for a $75,000 grant to the Carroll County Public Schools Board of Education for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Carrolltowne Elementary School playground.  There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 4 of the Department of General Services' Office of State Procurement Agenda).

Cecil County

  • A request to enter into a grant agreement for a $100,000 grant to the Board of Directors of The American Legion Department of Maryland, Susquehanna Post No. 135 for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Perryville American Legion Property. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 3 of the Department of General Services' Office of State Procurement Agenda).

Charles County

  • A request to enter into a grant agreement for an $80,000 grant to the Lions Camp Merrick Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Lions Camp Merrick property. There is no matching fund requirement for this grant.  The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 6 of the Department of General Services' Office of State Procurement Agenda).

Frederick County

  • A request from the Department of Natural Resources to commit $24,970 in Program Open Space funding allocated to Frederick County to acquire .07 acres of property in downtown Middletown for public use.  The parcel currently has a paved courtyard, seating, landscaping, and a center fountain (Item 4A of the Department of Natural Resources' Real Property Agenda).

Garrett County

  • A request to enter into grant agreements for grants totaling $1,000,000 to the Board of Commissioners of Garrett County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Bittinger Fire Station. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 5 of the Department of General Services' Office of State Procurement Agenda);

Howard County

  • A request from the Department of Natural Resources to commit $900,000 from the Program Open Space funding allocated to Howard County to design and construct parking, sidewalks, pathways, basketball courts, skatepark, stormwater management facilities, landscaping, and ancillary structures at Blandair Regional Park (Item 5A of the Department of Natural Resources' Real Property Agenda).

Montgomery County

  • A request to enter into grant agreements for grants totaling $665,000 to the Board of Directors of the Melvin J. Berman Hebrew Academy for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Melvin J. Berman Hebrew Academy property, including HVAC upgrades. There is no matching fund requirement for this grant.  The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 2 of the Department of General Services' Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $200,000 grant to the Board of Directors of the Rockville Housing Enterprises for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Rockville Housing Enterprise Community Center property. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 1 of the Department of General Services' Office of State Procurement Agenda); and
  • A request from the Department of Natural Resources to commit $2,452,567 in Program Open Space funding allocated to Montgomery County to acquire 0.139 acres as a first lot to open a new pocket park along the side of the Capital Crescent Trail and Purple Line (Item 6A of the Department of Natural Resources' Real Property Agenda).

St. Mary's County

  • A request to provide a $150,350.75 grant to the Southern Maryland Resource Conservation and Development Board from Rural Legacy Funds for the acquisition of a 74.68-acre conservation easement in the Mattapany Rural Legacy Area(Booth property).  Acquisition of this easement will protect valuable agricultural and forest lands.  The property includes approximately 1,600 linear feet of riparian buffers along Carthagena Creek, a tributary to St. Mary's River.  The easement will be held by the United States of America and the Grantee.  St. Mary's County and the U.S. Department of the Navy are contributing funding toward the purchase price of the easement.  Easement value: $5,565/acre (Item 7A of the Department of Natural Resources' Real Property Agenda); and
  • Request to enter into a grant agreement for a $250,000 grant to the Southern Maryland Navy Alliance for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of office and meeting space for the Innovative Center for Autonomous Systems. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2021 Capital Budget (Item 8 of the Department of General Services' Office of State Procurement Agenda.

Talbot County

  • A request from the Department of Natural Resources to provide a $433,363.00 grant through the Agency's Resiliency through Restoration Initiative to Talbot County to construct a permitted 665 linear foot living shoreline with vented marsh sill, concrete oyster breaks, marsh migration corridor, and sand dune features alongside a 0.16-acre non-tidal wetland and a 2.4-acre meadow at the Tilghman on the Chesapeake community on Tilghman Island. This project will serve as a demonstration site for the Talbot County Green Infrastructure Plan and help protect existing residential infrastructure from high tide flooding, storm, and stormwater impacts. This program was developed to address escalating risks to Maryland communities and public resources from extreme weather and climate-related events (Item 6 of the Secretary's Agenda).
