This bill alters penalties related to a motor vehicle race or speed contest. Exhibition driving and street racing is dangerous under any circumstance and certainly when being conducted on public roadways without authorization. Counties appreciate the provisions of this bill as a way to not only protect residents, but also designate locations and sanction special event areas for motor vehicle enthusiasts. From MACo Testimony: Unauthorized and reckless exhibition driving has been increasing in Maryland, with a number of counties citing serious safety and quality of life concerns as a result.
