The BPW considered and approved the following requests and recommendations at its meeting on January 31, 2024:

Allegany County

  • A request from the Department of Natural Resources to commit $17,880 from the Program Open Space funding allocated to Allegany County to, among other things, construct a storage building, renovate the existing restrooms, purchase new park signage and add new amphitheater lighting at Hoffman Park (Item 1A of the Department of Natural Resources' Real Property Agenda); and
  • A request to enter into a grant agreement for a $250,000 grant to the Board of Trustees of the Frostburn Fire Department No.1, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Frostburg Fire Department, No. 1 facility, including the acquisition of an aerial ladder truck. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 11 of the Department of General Services' Office of State Procurement Agenda).

Anne Arundel County

  • A request to enter into a grant agreement for a $100,000 grant to the Board of Directors of the Glen Burnie Lodge Post 2266 Benevolent and Protective Order of Elks of the United States of America, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Glen Burnie Elks Lodge. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 12 of the Department of General Services' Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $25,000 grant to the Board of Directors of The American Legion, Department of Maryland, Cook- Pinkney Post No. 141, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the American Legion Post 141 building, including repairs to the building's roof. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2020 Capital Budget (Item 3 of the Department of General Services' Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $500,000 grant to the County Executive and County Council of Anne Arundel County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of infrastructure improvements to the Brooklyn Park Community Center, including outdoor recreational spaces. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 5 of the Department of General Services' Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $100,000 grant to the County Executive and County Council of Anne Arundel County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of improvements at Overlook Park. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 18 of the Department of General Services' Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $200,000 grant to the Board of Directors of Hospice of the Chesapeake, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Hospice of Chesapeake – Rebecca Fortney Inpatient Care Center and Administration Buildings. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 14 of the Department of General Services' Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $250,000 grant to the County Executive and County Council of Anne Arundel County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of infrastructure improvements to park space at Tanyard Springs. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 22 of the Department of General Services' Office of State Procurement Agenda).

Baltimore City

  • A request from the Department of Natural Resources to commit $3,273,945 from the Program Open Space funding allocated to Baltimore City to renovate the field house at North Harford Park. The project includes indoor basketball court expansion, playground improvements, splash pad construction, walkway construction, stormwater management, fencing, and associated site amenities (Item 2A.1 of the Department of Natural Resources' Real Property Agenda);
  • A request from the Department of Natural Resources to commit $500,000 from the Program Open Space State Share/Baltimore City Direct Grant program to renovate the covered basketball court at Madison Recreation Center. The project includes design, court resurfacing, electronic and sound improvements, fencing, bleacher upgrades, and associated site amenities (Item 2A.2 of the Department of Natural Resources' Real Property Agenda);
  • A request to enter into a grant agreement for a $200,000 grant to the Board of Directors of Fund for Educational Excellence, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Dr. Bernard Harris Sr. Property. Notwithstanding Section 1(6) of this Act, the Maryland Historical Trust may not require a grantee that receives funds from this grant to convey or grant a perpetual easement. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 9 of the Department of General Services' Office of State Procurement Agenda);
  • a request to enter into a grant agreement for a $4,000,000 grant to the Board of Trustees of Maryland Institute College of Art for the design, construction, and equipping of renovations to the 81 Mosher Street Building. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2020 Capital Budget (Item 2 of the Department of General Services' Office of State Procurement Agenda);
  • A request from the Department of Natural Resources to commit $3,000,000 from the Program Open Space State Share/Baltimore City Direct Grant program to design and construct multi-sport athletic fields, baseball fields, a dog park, pathways and connections to the Middle Branch Trail System, and add field lights and playground equipment at Reedbird Park. The project also includes new playground equipment and safety surfacing (Item 2A.3 of the Department of Natural Resources' Real Property Agenda); and
  • A request to enter into a grant agreement for a $150,000 grant to the Board of Directors at Drink at the Well, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Drink at the Well Inc. facility. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 8 of the Department of General Services' Office of State Procurement Agenda).

Baltimore County

  • A request to enter into a grant agreement for a $90,000 grant to the Board of Education of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Parkville Middle School digital sign. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 19 of the Department of General Services' Office of State Procurement Agenda);
  • A request to enter into a grant agreement for an $80,000 grant to the Board of Education for Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Timonium Elementary School electronic sign. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 23 of the Department of General Services' Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $500,000 grant to the Board of Directors of the Pearlstone Conference and Retreat Center, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Pearlstone Center's Campus in Reisterstown. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 20 of the Department of General Services' Office of State Procurement Agenda).

Garrett County

  • A request to enter into a grant agreement for a $50,000 grant to the Board of Directors of Bloomington Fire Company for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Bloomington Fire Company facility, including its gear and equipment storage expansion. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 1 of the Department of General Services' Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $50,000 grant to the Mayor and Town Council of The Town of Accident for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Drane House. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 7 of the Department of General Services' Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $50,000 grant to the Board of Directors of Potomac Fire Company No. 2, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Potomac Fire Company No. 2 facilities. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 21 of the Department of General Services' Office of State Procurement Agenda).

Harford County

  • A request to enter into a grant agreement for a $50,000 grant to the Board of Directors of the Edgewood Community Support Center, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Edgewood Community Support Center. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 10 of the Department of General Services' Office of State Procurement Agenda).

Howard County

  • A request to enter into a grant agreement for a $9,000,000 grant to the County Executive and County Council of Howard County, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a Jug Handle Connector. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 15 of the Department of General Services' Office of State Procurement Agenda).

Kent County

  • A request to enter into grant agreements for grants totaling $550,000 to the Board of Directors of the Sultana Education Foundation, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Lawrence Wetlands Preserve property. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 17 of the Department of General Services' Office of State Procurement Agenda).

Montgomery County

  • A request to enter into a grant agreement for a $4,000,000 grant to Montgomery County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the bike facility project along Cherry Hill Road from US 29 to the Montgomery County and Prince George's County border. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 32 of the Department of General Services' Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $6,000,000 grant to Montgomery County, Maryland for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Montgomery County Route 355 Bus Rapid Transit Project. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 28 of the Department of General Services' Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $1,500,000 grant to Montgomery County, Maryland for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Bowie Mill Biker Trail. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 26 of the Department of General Services' Office of State Procurement Agenda);
  • Requests to enter into grant agreements with Montgomery County, Maryland for the following non-matching grants that were originally approved by the General Assembly as part of the 2022 Capital Budget:
    • $8,800,000 for the acquisition of electric battery or fuel cell buses (Item 24 of the Department of General Services' Office of State Procurement Agenda);
    • $2,500,000 for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of Great Seneca Science Corridor (Item 27 of the Department of General Services' Office of State Procurement Agenda);
  • Requests to enter into grant agreements with Montgomery County, Maryland for the following non-matching grants that were originally approved by the General Assembly as part of the 2022 Capital Budget:
    • $8,800,000 for the acquisition of electric battery or fuel cell buses (Item 24 of the Department of General Services' Office of State Procurement Agenda);

Funds not expended for this restricted purpose may not be used for any other purpose and shall be deauthorized. The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 29 of the Department of General Services' Office of State Procurement Agenda);
  • Requests to enter into grant agreements with Montgomery County, Maryland for the following non-matching grants that were originally approved by the General Assembly as part of the 2022 Capital Budget:
    • $1,000,000 for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the pedestrian upgrades on Oak Drive and MD 27 (Item 25 of the Department of General Services' Office of State Procurement Agenda);
    • $1,500,000 for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Bowie Mill Biker Trail. The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 26 of the Department of General Services' Office of State Procurement Agenda);

    • $4,000,000 for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the bike facility project along Cherry Hill Road, from US 29 to the Montgomery County and Prince George's County border (Item 32 of the Department of General Services' Office of State Procurement Agenda).

Prince George's County

  • A request to enter into a grant agreement for a $235,000 grant to the Executive Committee Board of Suitland Post No. 196, Incorporated American Legion, Department of Maryland for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the American Legion Post 196. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 4 of the Department of General Services' Office of State Procurement Agenda).

St. Mary's County

  • A request to enter into a grant agreement for a $100,000 grant to the Board of Directors of Mechanicsville Volunteer Fire Department Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Mechanicsville Volunteer Fire Department. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 16 of the Department of General Services' Office of State Procurement Agenda).

Washington County

  • A request from the Department of Natural Resources to commit $19,376 from the Local Parks and Playgrounds Infrastructure funding for a new metal roof on the softball concession/restroom building at Fairgrounds Park (Item 3A of the Department of Natural Resources' Real Property Agenda); and
  • A request to enter into a grant agreement for a $3,000,000 grant to the Mayor and City Council of the City of Hagerstown for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Hagerstown Field House. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 13 of the Department of General Services' Office of State Procurement Agenda).

Worcester County

  • A request from the Department of Natural Resources to grant $1,408,000 of Program Open Space statewide funds for the acquisition in fee simple of 401.84 +/- acres (Shockley property) in Worcester County. This mostly forested property is located in the Upper Pocomoke River watershed and will be managed by Maryland Forest Service as an addition to Chesapeake Forest Lands. Acquisition will allow the property to be managed as working forest lands to produce sustainable forest products, helping to sustain the local resource-based economy. Acquisition will connect several disparate parcels, simplify boundary management, and support Forest Interior Dwelling Species habitat (Item 4A of the Department of Natural Resources' Real Property Agenda).
