The Board of Public Works (BPW) — a three-member panel including Governor Wes Moore, Comptroller Brooke Lierman, and State Treasurer Dereck Davis — reviews projects, contracts, and expenditure plans for state agencies, many of which affect county governments.

The BPW considered and approved the following requests and recommendations at its meeting on January 17, 2024:

Allegany County

  • A request to enter into a grant agreement for a $75,000 grant to the Board of Directors of the Humpty Dumpty Learning Center for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Humpty Dumpty Learning Center. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 8 of the Department of General Services' Office of State Procurement Agenda).

Anne Arundel County

  • A request to enter into a grant agreement for a $50,000 grant to Anne Arundel County, Maryland for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Marine Corps Junior Reserve Officer Training Corps Program at Northeast High School. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2020 Capital Budget (Item 13 of the Department of General Services' Office of State Procurement Agenda).

Baltimore City

  • A request to enter into a grant agreement for a $190,000 grant to the Board of Directors of Parks & People Foundation, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Solo Gibbs playground. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2021 Capital Budget (Item 15 of the Department of General Services' Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $300,000 grant to the Officers of Delta Sigma Theta Sorority, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Delta Community Center. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 2 of the Department of General Services' Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $50,000 grant to the Board of Directors of the Girl Scouts of Central Maryland, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of its headquarters and the Urban Program Stem Center. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2019 Capital Budget (Item 12 of the Department of General Services' Office of State Procurement Agenda).

Baltimore County

  • A request from the Maryland Environmental Trust to ratify the donation of a perpetual conservation easement on 32.36 acres in Monkton (Bowden property on Blue Mount Road). (Item 6A.1 of the Department of Natural Resources' Real Property Agenda);
  • A request to enter into a grant agreement for a $150,000 grant to the County Executive and County Council of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of Double Rock Park, including improvements to the park's grounds. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2021 Capital Budget (Item 14 of the Department of General Services' Office of State Procurement Agenda);
  • A request to enter into a grant agreement for a $150,000 grant to the Board of Trustees of St. Luke's United Methodist Church for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a multipurpose space providing a variety of community services. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 3 of the Department of General Services' Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $12,500 grant to the Board of Education of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Owings Mills High School. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 5 of the Department of General Services' Office of State Procurement Agenda).

Dorchester County

  • A request from the Department of Natural Resources to commit $45,000 from the Program Open Space funding allocated to Dorchester County for new park benches, picnic tables, landscaping and a walking trail at Vienna Park (Item 1A.2 of the Department of Natural Resources' Real Property Agenda);
  • A request from the Department of Natural Resources to commit $90,000 from the Program Open Space funding allocated to Dorchester County to construct a walking path at School Street Park(Item 1A.1 of the Department of Natural Resources' Real Property Agenda); and
  • A request from the Department of Natural Resources to commit $103,500 from the Program Open Space funding allocated to Dorchester County for a road, picnic tables, benches and a walking trail at Maple Dam Park (Item 1A.3 of the Department of Natural Resources' Real Property Agenda).

Frederick County

  • A request from the Department of Natural Resources to commit $250,000 from the Local Parks and Playgrounds Infrastructure funding to design and construct nature trails, educational signage, pollinator gardens, lighting and associated site amenities at the Football Club Frederick Youth Sports Complex. The project will also include new playground equipment and safety surfacing consistent with National Playground Safety Standards and the Americans with Disabilities Act (Item 2A of the Department of Natural Resources' Real Property Agenda).

Garrett County

  • A request to enter into a grant agreement for a $100,000 grant to the Board of County Commissioners of Garrett County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the McHenry Business Lot 1 Building. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2019 Capital Budget (Item 11 of the Department of General Services' Office of State Procurement Agenda).

Howard County

  • A request to enter into a grant agreement for a $300,000 grant to the County Executive and County Council of Howard County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of family restrooms and adult changing stations for county senior and community centers. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 9 of the Department of General Services' Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $200,000 grant to the County Executive and County Council of Howard County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a mental health unit at the detention center. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 4 of the Department of General Services' Office of State Procurement Agenda).

Montgomery County

  • A request to enter into grant agreements for grants totaling $5,000,000 to Montgomery County, Maryland for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Burtonsville Commuter Parking facility. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2021 Capital Budget (Item 1 of the Department of General Services' Office of State Procurement Agenda); and
  • A request to enter into grant agreements for grants totaling $425,000 to the Board of Directors of Habitat for Humanity Metro Maryland, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a property at 4010 Randolph Road. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 6 of the Department of General Services' Office of State Procurement Agenda).

Prince George's County

  • A request to enter into a grant agreement for a $500,000 grant to the Board of Directors of Laurel Advocacy and Referral Services, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Laurel Advocacy and Referral Services facility, including the acquisition of 309 Laurel Ave. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 17 of the Department of General Services' Office of State Procurement Agenda); and
  • A request to enter into a grant agreement for a $500,000 grant to the Mayor and City Council of the City of Greenbelt for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Greenbelt Station Hiker and Biker Trail. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2022 Capital Budget (Item 16 of the Department of General Services' Office of State Procurement Agenda).

Washington County

  • A request from the Department of Natural Resources to grant $45,000 of Program Open Space statewide funds for the acquisition in fee simple of 35.8 acres (Yeiser Parcel 180 property) in Washington County. This entirely forested property includes a portion of Mount Aetna Creek and will be managed by the Maryland Park Service as part of the South Mountain State Park. Acquisition will provide a buffer for the Appalachian Trail, support Forest Interior Dwelling Species habitat, protect the headwaters of Mount Aetna Creek, and expand recreational opportunities (Item 5A of the Department of Natural Resources' Real Property Agenda); and
  • A request to enter into a grant agreement for a $1,250,000 grant to the Washington County Museum of Fine Arts for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Museum. There is no matching fund requirement for this grant. The General Assembly previously approved this funding as part of the 2023 Capital Budget (Item 7 of the Department of General Services' Office of State Procurement Agenda).

Wicomico County

  • A request from the Department of Natural Resources to commit $124,200 from the Program Open Space funding allocated to Wicomico County to expand the parking lot, install a shade structure and enhance the walkway at Cove Road Beach (Item 4A of the Department of Natural Resources' Real Property Agenda).
