This was part of Paul's letter to the people of Thessaloniki. He was letting them know of God's peace. God is peace and He will bring peace.
Interestingly, that prior to this Paul's first request is for prayer for those who lack faith and that God would help them stand. Then Paul discouraged idleness and said that people should work. He warned against busybodies with too much time on their hands. He encouraged them to continue to do good and not grow weary.
I feel like this is the culture we live in now. There are those who expect something for nothing. There are those who work tirelessly. Often those working are frustrated with those who don't. I admit it times I struggle with the same. Sometimes I grow weary of doing good. I find myself complaining to God about those who just don't. I'm not talking about those who can't, just those who don't. Paul was saying believers follow our example and contribute as you can. Regardless, our job is to stay in peace.
