The Board of Public Works (BPW) — a three-member panel including GovernorWes Moore, Comptroller Brooke Lierman, and State Treasurer Dereck Davis — reviews projects, contracts, and expenditure plans for state agencies, many of which affect county governments.  The BPW considered and approved the following requests and recommendations at its meeting on May 9, 2023:
Anne Arundel County - A request from the Department of Natural Resources to commit an additional $624,250 from the Program Open Space funding allocated to Anne Arundel County to design and construct improvements to Fort Smallwood Park (Item 1A.1 of the Department of Natural Resources' Real Property Agenda);
- A request to enter into a grant agreement for a $100,000 grant to the Riviera Beach Volunteer Fire Company, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Riviera Beach Volunteer Fire Department. There is no matching fund requirement for this grant (Item 6 of the Department of General Services' Office of State Procurement Agenda);
- A request from the Department of Natural Resources to commit $200,000 from the Local Parks and Playgrounds Infrastructure funding to install lighting at the two pickleball courts at Truxton Park to extend playing time (Item 1A.2 of the Department of Natural Resources' Real Property Agenda); and
- A request from the Maryland Department of Health to approve a $157,819.00 grant to Serenity Sistas, Inc. to assist with the planning and renovation of two properties located at 3 and 4 Wellington Place, Annapolis. The Grantee is a nonprofit organization and provides recovery housing for adults with substance use disorders and recovery community centers (Item 13 of the Department of General Services' Office of State Procurement Agenda).
Baltimore County - A request to enter into a grant agreement for a $10,000,000 grant to the County and County Council of Baltimore County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of infrastructure improvements to Security Mall. There is no matching fund requirement for this grant (Item 5 of the Department of General Services' Office of State Procurement Agenda).
Cecil County - A request to enter into a grant agreement for a $7,500,000 grant to the Board of Directors of Bainbridge Development Corporation and the County Executive and County Council of Cecil County for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the former Bainbridge Naval Training Center. There is no matching fund requirement for this grant (Item 8 of the Department of General Services' Office of State Procurement Agenda); and
- A request to provide a $374,956.55 grant to The Land Preservation Trust, Inc. from Rural Legacy Funds for the acquisition of a 42.89-acre conservation easement in the Piney Run Rural Legacy Area (Cole property). Acquisition of this conservation easement will protect productive agricultural and forest lands and 1,300 linear feet of vegetative stream buffers along unnamed tributaries to Peggy's Run, a tributary of Gunpowder Falls, and the Prettyboy Reservoir. The Reservoir provides potable water to the Baltimore Metropolitan Area. The easement will be co-held by the Department of Natural Resources and the Land Preservation Trust. Easement value: $8,110/acre (Item 7A of the Department of Natural Resources' Real Property Agenda).
Charles County - A request to enter into a grant agreement for a $200,000 grant to the Mayor and Town Council of the Town of Indian Head for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a community recreation center. The Grantee has submitted documentation of sufficient funds to meet the matching fund requirement for this project (Item 9 of the Department of General Services' Office of State Procurement Agenda).
Dorchester County - A request by the Department of Natural Resources to commit $25,000 in Program Open Space funding allocated to Dorchester County to complete the County's 2027 Land Preservation, Parks, and Recreation Plan, consistent with State planning requirements (Item 2A of the Department of Natural Resources' Real Property Agenda).
Frederick County - A request to enter into a grant agreement for an $847,455 grant to the Board of Trustees of the Way Station, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Frederick County Psychiatric Rehabilitation Program at 230 West Patrick Street. There is no matching fund requirement for this grant (Item 4 of the Department of General Services' Office of State Procurement Agenda);
- A request from the Department of Natural Resources to commit $13,028.75 from the Program Open Space funding allocated to Frederick County to provide additional funding to purchase and install various seating along the trail within Gaver Park (Item 3A.1 of the Department of Natural Resources' Real Property Agenda);
- A request from the Department of Natural Resources to commit a total of $337,634.25 from Local Parks and Playgrounds Infrastructure funding allocated to Frederick County for the following projects:
- Walkersville Community Park: $139,154 to expand and resurface the existing parking lot as well as install shade structures (Item 3A.2 of the Department of Natural Resources' Real Property Agenda);
- Heritage Farm Park: $98,481 to resurface two linear walking paths and install shade structures near the playgrounds (Item 3A.3 of the Department of Natural Resources' Real Property Agenda);
- Doubs Meadow Park: $100,000 to design and construct a hiker/biker path near the soccer fields (Item 3A.4 of the Department of Natural Resources' Real Property Agenda);
- A request from the Maryland Department of Health to approve the following grants to Way Station, Inc. as a sponsor to its subsidiary, Mosley Homes. This project represents a collaboration between Way Station, Inc. and Mosaic Community Services, Inc. for the acquisition and renovation of above listed properties in Harford County for 15 individuals between 18 – 62 years of age with serious and persistent mental illness (Item 15 of the Department of General Services' Office of State Procurement Agenda):
- $260,000 to assist in the acquisition of four properties located at:
- 4238 Chapelgate Place, Belcamp, MD - $71,014;
- 1208 Mist Wood Court, Unit 203, Belcamp, MD - $51,647;
- 1428 Tarragon Court, Belcamp, MD - $67,334;
- 3919 Bush Court, Abingdon, MD - $70,803; and
- $150,431 to assist in the renovation of three properties located at:
- 4238 Chapelgate Place, Belcamp, MD - $18,233;
- 3919 Bush Court, Abingdon, MD - $114,240; and
- 1315 Foxglove Square, Belcamp, MD – $17,958.
Garrett County - A request from the Department of Natural Resources to commit $13,800 from the Local Parks and Playgrounds Infrastructure funding to convert a parking lot into two fenced pickleball courts, resurface the basketball court, and purchase picnic tables at Veterans' Park (Item 4A of the Department of Natural Resources' Real Property Agenda).
Montgomery County - A request to enter into grant agreements for grants totaling $200,000 to the Maryland-National Capital Park and Planning Commission for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of a loop trail at Wheaton Regional Park. There is no matching fund requirement for this grant (Item 7 of the Department of General Services' Office of State Procurement Agenda);
- A request from the Maryland Department of the Environment for new grant funding up to $1,281,450 to the Town of Poolesville for the town's Wastewater Treatment Plant (WWTP) Enhanced Nutrient Removal (ENR) project. This project entails the planning, design, and construction of denitrification filters at the existing plant. The project will enable the WWTP to reduce both phosphorous and nitrogen (Item 12 of the Secretary's Agenda); and
- A request to enter into a grant agreement for a $75,000 grant to the Board of Directors of Madison House Autism Foundation, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of an outdoor pavilion. There is no matching fund requirement for this grant (Item 3 of the Department of General Services' Office of State Procurement Agenda).
Prince George's County - A grant agreement for a $750,000 grant to the Board of Directors of Addiction Recovery, Inc. dba Hope House Treatment Center for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the Hope House Treatment Center facility. There is no matching fund requirement for this grant (Item 1 of the Department of General Services' Office of State Procurement Agenda);
- A request from the Department of Housing and Community Development for approval to provide a $3,500,000 loan under the Rental Housing Works Program which finances rental housing that will be occupied by individuals with incomes at or below 60% of the area median income. The loan will be made to KCG SSP Bowie Senior Living, LP to assist in the construction of a 150-one-and two-bedroom unit age-restricted mid-rise apartment community. The apartments are located at 12005 Traditions Boulevard, Bowie (Item 11 of the Secretary's Agenda);
- A request to enter into grant agreements for grants totaling $50,000 to the Board of Directors of the St. Ann's Center for Children, Youth, and Families for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of the St. Ann's Center property. There is no matching fund requirement for this grant (Item 2 of the Department of General Services' Office of State Procurement Agenda);
- A request to enter into grant agreements for the following non-matching grants to the Board of Directors of the College Park City – University Partnership, Inc.:

- $250,000 for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of walkways along the Paint Branch Trail and Baltimore Avenue Bridge underpass (Item 10 of the Department of General Services' Office of State Procurement Agenda); and
- $200,000 for the acquisition, planning, design, construction, repair, renovation, reconstruction, site improvement, and capital equipping of infrastructure improvements to pedestrian connectivity adjacent to Paint Branch Parkway. There is no matching fund requirement for this grant (Item 11 of the Department of General Services' Office of State Procurement Agenda).
St. Mary's County - A request from the Department of Natural Resources to commit $511,500 in Program Open Space funding allocated to St. Mary's County to acquire 8.09 acres for use as a trailhead for phase VII of the Three Notch Trail (Item 5A of the Department of Natural Resources' Real Property Agenda).
Wicomico County - A request from the Department of Natural Resources to commit $228,700 in Program Open Space funding allocated to Wicomico County to acquire 1.3 acres of property to add to a new riverfront park in Salisbury. The city is paying the balance of the acquisition costs (Item 6A of the Department of Natural Resources' Real Property Agenda).
Worcester County - A request from the Maryland Department of the Environment for new grant funding up to $1,010,068 to Pocomoke City for the Water Tower Mixers project. This project entails design and installation of two mixers in two water storage tanks located within the City of Pocomoke water distribution system. The City has been experiencing elevated levels of total trihalomethanes (TTHMs), a known carcinogen, in the water supply. The mixers will aerate the water which will reduce the amount of TTHMs, bringing the levels to an acceptable range (Item 15 of the Secretary's Agenda).
