ملخص:
من خلال دراسة ميدانية أجريناها على أحياء سكنية بمدينة مكناس، كانت موضوع سياسة الدولة للقضاء على السكن الصفيحي، نهدف من خلالها الكشف عن مدى نجاعة السياسات والاستراتيجيات التي تنهجها الدولة في قطاع الاسكان، لتحقيق سياسة إدماجية وامتصاص لبعض الظواهر الاجتماعية المرضية، ومنها السلوكات المنحرفة والاجرامية. لهذا، وتحقيقا لهذا الهدف، اعتمدنا على المقاربة الكيفية، عبر إجراء عدد من المقابلات نصف الموجهة، مع عينة قصدية من ساكنة حي مرجان III (السكنى)، كنموذج للأحياء مجال استقبال ساكنة دور الصفيح المنتشرة بالمدينة، في إطار سياستي إعادة التوطين والإسكان.
خلصت الدراسة، إلى تمكن عدد مهم من السكان الصفيحيين من الانتقال فعلا إلى مساكن من الاسمنت؛ لم تراع في معظمها الأبعاد النفسية والاجتماعية لتحقيق فعل سكن مريح، محافظة بذلك على ثقافتها الهامشية والمنحرفة. لتجد نفسها جنبا إلى جنب أسر أخرى، قادمة من مناطق مختلفة، عن طريق الهجرة (القروية، الحضرية والبيحضرية)، جذبتها الفرص العقارية التي يوفرها الحي، أو مشاركتها في بناء بقع أرضية في ملكية الأسر المستفيدة، بل وأحيانا تفويتها لهم، في إطار عملية التفويت. كل هذا، سيجعل من حي مرجان السكنى حيا غير متجانس لتعدد الانتماءات الجغرافية و العرقية فيه. ما سيجعله مجالا للصراع وآلية من آليات التهميش وإعادة إنتاج الإقصاء الاجتماعي الحضري، بدل تحقيق الاندماج الاجتماعي للأسر الوافدة إليه، والتي سيتم عبرها توسيع قاعدة المنحرفين والجانحين، وفق ما جاءت به كل من النظريتين السوسيولوجيتين؛ صراع الثقافات، والمخالطة الفارقية.
Abstract
Through a field study we conducted on residential neighborhoods in the city of Meknes, it was the subject of the state's policy to eliminate shanty houses, Through which we aim to reveal the extent of the effectiveness of the policies and strategies pursued by the state in the housing sector, in order to achieve an integrative policy and Absorption of some pathological social phenomena, including deviant and criminal behaviors. For this, and to achieve this goal, we relied on a qualitative approach, by conducting a number of semi-directed interviews, with an intentional sample of the residents of Marjane III (Assoukna) neighborhood, as a model for the neighborhoods to receive the residents of shanty houses, scattered in the city of Meknes, within the framework of the resettlement and housing policies.
The study concluded that a significant number of slum dwellers were able to actually move to cement housing; For the most part, psychological and social dimensions were not taken into account in order to achieve an act of comfortable accommodation.
