ملخص:
يعتبر حوض سبو من أهم الاحواض المائية بالمغرب، حيث يشتمل على 30% من مجموع الموارد المائية بالمملكة (حسب معطيات وكالة الحوض المائي لسبو)، وتضم مساحته جهتي فاس- مكناس والرباط - سلا – القنيطرة. إن هذين العنصرين جعلا الحوض يكتسي طابعا استراتيجيا في الموقع والموارد، لعل السمة الاستراتيجية التي يحضى بها الحوض، هي التي وضعت أمامنا فكرة مقاربة موضوع الموارد الطبيعية لهذا المجال، والتساؤل عن جهد الفاعلين في استثمارها لتحقيق التنمية. لا شك أن رصد مؤهلات الحوض وإكراهات واقعه الحالي، وسبل تجاوز الصعوبات، سينير السبيل أمام وضع خطط النمو للنهوض بساكنة هاتين الجهتين. أما الوقوف على نقط القوة والضعف التي يعرفها حوض سبو، فستكشف لنا عما تتميز به المنطقة من إمكانات متنوعة، تسمح لنا بتحديد طبيعة العلاقة بين المجالات الحيوية ومطلب التنمية المحلية، كما أن تدخل الدولة، سيظهر من خلال استطلاع إمكانيات حوض سبو واستشراف آفاقه في إطار الجهوية المتقدمة.
Abstract
The Sebou basin is one of the most important hydrological basins in Morocco, as it contains 30% of the Kingdom's total water resources (according to the Sebou Hydrological Basin Agency), its areas include Fez-Meknes and Rabat-Sale-Kenitra. These two elements have given the basin a strategic character in terms of location and resources. Perhaps the strategic characteristic of the basin is what put us in front of the idea of addressing the issue of natural resources to this area, and the issue of actors' efforts to invest in it to achieve development. Monitoring the basin's qualifications and the constraints of its current situation, as well as ways of overcoming the difficulties, will undoubtedly be the basis for developing growth plans to improve the populations of these two regions. As for the identification of the strengths and weaknesses of the Sebou basin, it will show to us the diverse potential of the region, which will allow us to determine the nature of the relationship between vital areas and local development needs. State's intervention will also be shown through the exploration of the Sebou basin's potentialities and the exploration of its prospects within the framework of advanced regionalism.
