From time to time the Italian government opens a window for the direct hiring of Filipinos, and non-E.U. foreigners in general.

Because these windows of opportunity don't last very long and it is not always so easy to find an employer who is willing to go through the hassle of direct hiring someone from the Philippines, a Filipino who is already a legal resident here might conclude that the only way to help a relative to come here is by asking an Italian who is married to a Filipina to pretend that he is an employer who needs a domestic helper or a caregiver.

Obviously those who ask for this kind of favor promise that they will be the ones to pay all the taxes that need to be paid to hire their relative.

What they fail to consider is that helping a foreigner to come here by faking a non-existing job falls into the category of "false statements to a public official", which is not merely punished with a fine, but actually with jail time, up to 2 years.

I assume that it is more or less the same in every developed country: falsely claiming to be an immigrant's employer is a crime.

This is one of the many pressures that a Westerner who marries a Filipina might face, and while a Western husband of a Filipina might want to go the extra mile and cave in to certain pressures, like sending money to the Philippines, risking jail to help some Filipino relative, by falsely stating to be his employer, is probably not a great way to help....
