The US Department of Transportation announced over $21 million in grants for multiple infrastructure and workforce development projects across Maryland through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program.
The RAISE program is one of several competitive grant programs providing funding under the Bipartisan Infrastructure Law to improve transportation systems, enhance community connectivity, and bolster workforce training in the state. As in years past, the demand for RAISE funding outpaced available funds, with USDOT receiving almost $13 billion in requests for the $1.8 billion available this year.
Here is a breakdown of the Maryland projects receiving RAISE funding this year:
Revitalize Hanover Street Project:
- Funding: $15,500,000
- Location: Baltimore City
- Project Type: Planning
- Description: This project focuses on planning, preliminary engineering, permitting, community engagement, and environmental analysis to enhance the Hanover Street corridor. Improvements will include Complete Street enhancements, a road diet, intersection improvements, and upgrades to the Vietnam Veterans Memorial Bridge.
- Benefits: The project aims to reduce travel speeds, improve safety, and increase affordable transportation options, particularly for residents south of the bridge. It will also support local freight movement and align with community visions for Complete Streets.
Aberdeen Transit Oriented Development - Station Square Phase II:
- Funding: $800,000
- Location: Harford County
- Project Type: Planning
- Description: This funding will support the second phase of pre-construction activities, including design, planning, environmental site analysis, and right-of-way establishment for future improvements at the Aberdeen MARC/Amtrak Train Station.
- Benefits: The project will enhance safety through an ADA-compliant underpass, improve multimodal safety for bicyclists, reduce air pollution, and support sustainable infrastructure and design.
Reisterstown Plaza Metro Station - Multimodal Access Project:
- Funding: $4,690,700
- Location: Baltimore City
- Project Type: Planning
- Description: This project involves a Preliminary Design & Environmental (PD&E) study for the Reisterstown Plaza Metro Station Transit-Oriented Development (TOD). It includes Complete Streets and accessibility improvements connecting the station with the proposed TOD and existing facilities.
- Benefits: The project will include safety improvements with high-visibility crosswalks and road diets. Moreover, the project will reduce transportation-related air pollution and enhance affordable transportation options by transforming local streets into Complete Streets and creating new trail connections.
BWI Marshall Airport Multimodal Ground Transportation Center (GTC) and Automated People Mover (APM) Planning Study:
- Funding: $800,000
- Location: Anne Arundel County, MD
- Project Type: Planning
- Description: This study will evaluate the feasibility of a multimodal Ground Transportation Center and an Automated People Mover at the airport. It includes stakeholder engagement, concept refinement, funding planning, and implementation steps.
- Benefits: The study will focus on improving multi-modal ground transportation access, increasing the use of electric vehicles, and reducing vehicle miles traveled. It aims to enhance system-wide connectivity and support transit-oriented development, benefiting low-income and underserved communities.
According to the US Department of Transportation, $1.8 billion in RAISE awards will support 148 projects nationwide this year. Funding is split equally between urban and rural areas, and many grants support regions defined as historically disadvantaged or areas of persistent poverty.
